Who has to pay individual taxes?

U.S. Citizens and Permanent Residents: must report and pay taxes on worldwide income

Nonresident Aliens: must pay U.S. taxes on U.S.-source income

Resident Aliens: must pay taxes on worldwide income if they possess a Green Card or pass the Substantial Presence Test
